CHILDREN'S WELFARE
N.S.W. Legislation
SYDNEY, Friday. — A complete over
haul of Sjato legislation covering ,child
life and the creation of a barrier of
protection arc provided for in a bill t(
bo introduced into Parliament next week
by the. Minister of Education (Mi
Drummond). The Minister stated to
night that the bill will define a child
n? one, under 16 years of age, and
distinguish him from a young person
R?,, j1® t0 18 years. Some provisions
will deal with young people up to 21
years of age. To those in need the
State will give help and protect those un
able to care for themselves. If a child
belongs to a destitute family the State
will pay for his maintenance and licit
to keep his home together. If lie has
lost 'his parents or they are unable to
care for him, the State will find him an
other home nnd pay for his keep. If he
Is illegitimate nnd unprovided for the
State will affiliate him and protect his
future interests, and if lie be nameless
the State will adopt him to new parents
and give him a name. Delinquents will be
trained, and lr mentally defective, will
be specially sheltered. Adults guilty of
ill-treating children, deserting them or
buying stolen' property from them, will
be subject to penalties.
