The Trades and Labor Council have under
consideration the advmhlenesa of adopting
proposals submitted by Messrs. E. \V, O'Suf-
livau and Suiith for the establishment of
court oi conctliutiun Jid arbitration. Their ,
scheme provides th.t the board should consist i
ofl3p2n»ous,uainely,&L\employcr8,sixcmpfo,
with a dirfrict court judge as chairman. It
is consider. 1 that the judge would be unbiassed, |
impartial and independent, and as he would
have casting vote, that the decisions of the
board would be more linely to secure the con
fidence of the public than if the chairman was
cither an employer or a workman,
