THE RUSSIAN OUTRAGE.
SENSATIONAL DEVELOPMENT.
THE BALTIC FLEET LEAVES VIGO. '
BRITISH WARSHIPS TO FOLLOW.
Loxdox, Tuesday.
When tho dispute between Great Britain and
Russia in regard to the Dogger Bank incident
was referred to the Hague tribunal for con
sideration it was announced that, pending the
holding of an inquiry, the Baltic fleet would re
main at Vigo.
That Russia intended to break this part of the
agreement was hinted at yesterday, when a
cable was received stating that a high official at
St. Petersburg had declared that any attemot
by the British to stop the Russian fleet would
mean war and that Admiral Rozhdestvensky
would only detach a few officers to participate
in the investigation.
This, however, was not taken seriously by the.
British press and public and consequently there
was great excitement when a telegram was re
ceived through Router's Agency that the fleet
had sailed from the Spanish port.
The message which was received read : — " All
the Russian warships which had put into Vigo
left here to-day."
