COUNCIL
MONTHLY MEETING.
T\ie monthly meeting of the district
coifhpil of Millicent was held in the
cpuncil chamber on Tuesday afternoon.
The following were presenters

Cr . J. W. Williams forwarded^ an
apology for non-attendance.
Finance.
The statement submitted -by the
clerk (Mr H. H. Whitehead) revealed
receipts on district account as £59/4/9
since last meeting, and, on electric
light account, £123/13/. Paysheets
comprised:-^District account £655
19/4; electric light account, £69/4/7;
government grants accounj, £54/10/1,
The bank balances were:—District account,
credit,-£483/14/8; electric light
account, debit, £925/5/7; government
grants account, debit, £38/5/6—The
statement was adopted and accounts
passed" for payment on the motion of
Cr Malone, seconded by. Cr Nitschke.
Correspondence.
H. W. Hart, Millicent, applied for
the use of- the council'fe road grader,
for levelling of the tank of drain 34.
He would require it for one day-

A petition, signed by eight ratepayers
. of the Rendelsham ward, expressed
dissatisfaction with the proposal
for cleaning of drain 10B. The
cleaning, it was stated, should be
started where it had been left off in
1932, and -should be carried from
that point, on through the ti-tree, past
Mclntyre's, and on to Bannya, thus
giving all a fair deal for rates paid.
Then, it was suggested, the drain
could be cleaned, starting from the
corncr of Osborne's and Bellinger's,
and, from there, on through the cutting
to N. Sutherland^ „ house.—The
clerk explained'thplt this "work was
concerned with a contract, tenders
for which were to come before the
council ..that day. The overseer was
asked'for a report on the ^undertaking.
The work sought, he said,, was certainly
necessary, but it would not be
advisable to interfere with tile contract
for wlw'ch tenders had been called.
It was resolved to allow the request
contained in the petition to
stand over.
R. Brooks, ;a contractor, reported
having been, unable to start work on
his Boutcher's- lane job owing to wet
•weather. He had been rolling the
Black drain and Ely's lane contracts.
He had three days' gravel carting on
the boundary road between Millicent
and Beaehport territory, but would be
'making a start on the Boutcher's road
work within^ a week.' or ; 10 days.—

Prom J. A. Mowbray, hon. secretary
of the Millicent hockey club, asking
permission to use that part of the recreation
reserve adjacent to the public
club's tennis" courts as a playing
field from April to August of each
year, the '^nominal. rental to "toe, say,
2/6. A plan showing the positions of
the two proposed playing areas was
enclosed.—Granted, on the motion of
Cr Bowering, seconded by ,Cr Boneham.
From^A. M. •Cameron, applying for
21-3 years' lease of the water reserve
in the corner-of section 21$, hundred
of Mount Muirhead, and offering 5/

From the children's welfare department,
asking the council to nominate
a medical officer for the Millicent district,
the annual remuneration. for

'Reports.
• f The monthly report of the overseer
of works (Mr G. Millhouse) was as
follows:— *
. During the month I have < had the
holes filled in -the road between Holzgrefe's
and Ey's hut, and on the road
between J. Alleyn's and Vorwerk's. I
had about 12 yards of stone carted for
repairing 1 the;road near Glen's bridge,
and it has since been repaired. I had
two men for two days, repairing the
road leading to the golf links, -and will
finish. repairing this .road this week. 1
I had all recoating, and -construction
that was completed, Tolled and blinded,
and it all went together welL
The worst potholes on . the Mount
Gambier main road, between the
town and purkhill's lane have been
filled, as well as a few in the Central
ward. I,will finish repairing the road
near Bratchell's and Burdett's to-day.
The approach to the bridge on the
road-leading to Shepherd'^ has also
been attended-to. I had the road
grader for one day, taking off shouldering
and .repairing -the sidetrack on
the Furner road; ; between Gurnets
corner and the AvenueL The, 1 rushes
have lieen mowed in drains 22B, from
Hatherleigli up to Boutcher's bridge,
in. draiiftSB, from Major's road up to
Smith's Jilidge,. and, in drain 12B,
from Weirchon's bridgeup to Argyle.
The rushes -and bars have iieen, taken
but of the condemned drain near L.
Osborne's, and * the small 'drain in
Glen's lane has been cleaned, from
the cutting up lo the Mount Gambier
road. The -weeds and bars have been
taken out of drain 33B, at Sebastopol,
. and the. cress and rubbish have been
taken out - of the drain along Miss
Green's property. . R. ^urdon has
completed his contract for craning
drain 35 (82 chains); F. A. Aberle has
completed- his contract for cleaning
drain 111* (86 chains); D. Brooks has
finished his contracts for mowing
rushes in drains 10B and 20B; L.
Thompson hAs- just about finishedhiB
work of mowing-and raking* drain. 36,
Irom - Lea's bridge towards the gap
(524 ejiains); J. .Ford is gettingalong
with his raking of portion of drain 36,

and Sapiatzer are -getting on with
their cleaning at drain 33B; R. Brooks
and M. Guerin have completed rolling
and blinding on their contracts for
construction on the Black drain road
and Ey"s lane; F. E. Werchon has
finished his work of supplying broken
jnetal on the Belt road (29£ yards);
.Hateley Bros, have completed their
contract for ^broken metal in Burk-.
hill's lane (49 1-3 yards); J. Nitschke
has completed his contract for 95 2-3
yards of broken metal on Glen's lane,
this, being 15 2-3 yard's over his quantity;
A. Walker has done very little
to his contracts' for 60 yards of stone,
broken, on Emerald road; G. Stratford
has about four chains of stone
carted out on his contract for six
chains of construction on Slack's
road; C. Thompson is getting on with
Bis 14 chains of construction on Brennan's
road; R. Brooks has not yet
started on his contract for construction
on Boutcher's road. T. L. Guerin
has done nothing on his contract for
maintenance • metal on Brooks',
Crowe's and the Snuggery drain roads.
Metal spreading could be started after'
the next good fall of rain.
Arising from the overseer's report,
it was decided, on the motion of Cr
Nitschke, seconded by Cr Scanlon, to
cancel Guerin's contract, in accordance
with notice served on the contractor,
and that the overseer make
arrangements for the supply of the
necessary stone; also to hold the ifcatter
of Guerin's deposit in abeyance. •
The ranger and vermin inspector
(Mr D. J. Campbell) reported that he
had impounded 33 head of cattle in the
Millicent pound, and seven head of
cattle in the Tantanoola pound. He
had captured a stray dog worrying a
sheep, and had had the animal destroyed.
Some owners of land on
which boxthorn was growing had
made a start with trimming, and
others had made satisfactory arrange- 4
ments for similar work, but the majority
had not yet started the work of
cutting. A few plants of Apple, of
Sodom, found in Millicent North, had;
been destroyed. Trapping of rabbits
was proceeding in most parts of the
district, and destructive work was
fairly satisfactory. The factory vans
continued to receive rabbits.
The ranger was instructed by the
chairman to attend to boxthorn growing
between the football oval and Mrs
Mann's residence.
- Tenders.
Tenders were opened^and dealt with
as. follow:—
Contract 55, cleaning draiin 10B1,
from-the junction of Sinclair's crossing
upstream for about 2J miles.—A.
C. Grosser, 2/ a chain, (accepted); E.
A. Werchon, 4/6; F. W. Schulz and
Co., 2/74. •
Contract 56, cleaning '' drain 21
(Black drain), from» junction of drain
20B up to the Beachpprt boundary,
about 11 miles.—Q. C. Gard and Co.,
4/9 a chain (accepted).
Contract 57, supply of 20 stringybark
electric light Ipoles, 30 ft) long.—
R. H. Stratford, £2 each pole; F. Opperman,
£1/18/6 (accepted for 10
poles). T*he clerk,*who stated that
the royalty payable on these poles
amounted to 17/6 each, was authorised
to communicate with the Woods
and Forest department, seeking a reduction,
and, in the even of this be-
4ng granted, that such amount be 1 deducted
from the contract price.
Electric Light.
The monthly report of the power
house en^ii.eer (Mr A. P. Hun wick)
showed increases in consumption of
energy in comparison with the corresponding
periods of the previous year.
The figures were:—Light, 1,778 units
(1,722 in 1933); power, 1,228 (942);
sales, £146/16/7 (£137/0/2).
In reply to -questions asked by Cr
Boneham and the chairman, the clerk
said:—"In accordance with the council's
instructions, and the, failure of a
consumer to sign Jthe required contract
for supply of electricity for power
purposes, the service was discommoned.
A power service in other premises
was also disconnected as the
present occupier did not desire to use
same, and r„dvice was received that
'the previous occupier-had removed
his plant-from the premises."
An application by R. Bonshor, of
the power house staff, for an increase
in wages was considered, and an additional
2/6 a week granted.
General Business.
The chairman said he had been approached
by Mr E. O. Ey, who wished
to dig out a, small portion of drain
bank, adjoining his property, for the
purpose of making a place for watering
stock. Cr Holland moved that
permission be granted, provided the
flow of water in the drain was not
interfered with. Cr Boneham seconded.
Carried.
Cr Grigg also reported having received
complaints in regard to smalf
bridges near O. Stratford's. These,
it had been pointed out, were too
narrow. Upon the assurance of -the
overseer that widening was necessary,
and . could be carried out at a
cost of £4 or £5. Cr Bowering moved
that this work be done* The chairmon
seconded. Carried.
Cr Holland, in reply to the chairman,
said he was aware that repairs
were being sought on the road near
TV Bowman's, and " also knew that
something should be done there. The
present financial position of the ward
would not permit the expenditure at
this stage. However,' .Cr. Boneham
moved that the small amount of stone
at present out along the road be put
on. Cr Holland; seconded. Carried.
On the motion of Cr Nitschke, seconded
by Cr Scanlon, the overseer
was instructed to.'inspect and report
at the next meeting on the piping
leading from C.- G. Spehr's to "the'
racecourse..
-. Board of Health. .
Upon completion of the ordinary
business, the council sat as a board
pf health. The health inspector £l«r
D. J. Campbell) reported having inspected
: the slaughterhouses, bakehouses
and hotel "yards, and having
found them fairly satisfactory. Sanitary
conditions in Central ward were
fairly satisfactory, and. there were no
cases of infectious disease to report!
