To the ELECTORS of the EASTERN SUBURBS.
Gentlemen,—
I have tho honor to solicit your suffrages at the forth
coming election, and in doing ro I would venture to romiud
you that while my realdonco in Mont Albert-road places
iiit» in the very centre of your district, I have very con
siderable Interests distributed throughout the whole elec
torate.
As a Municipal Councillor aud Chairman of ono of tho
Local Boards of Advice, I have had frequent opportuni
ties of observing the working of tho Local Government
Act and Public Health Act, both of which require, in my
opinion, substantial amcudment and consolidation ; anu
would strongly advocate increased endowment to munl-
cipalbodies. . ..
1 aiu in favor of the federation of tho Australasian
colonics and of increafuug the bonds of union amongst
us. especially for defensive purposes. _
i am opposed to the Stock Tax and to tho taxation
of articles which there is no hope of our manufacturing
here; but I am prepared to maintain a protective tariff
for all manufactures already lu existence, or which there
is a reasonable hoi of being established.
Considering the rapid strides which this colony makes
in its development trom year to year, I am of opinion
that railway bills should be iutroduced at more frequent
Intervals. «
If returned, I propose to uso my best endeavors to
secure a water sunuiy for tho eastern suburbs, altogether
distinct from the Yan Yean. By means of h reservoir in
the higher ground to tho east of Melbourne, 'summed
direct from tho heud waters of the Yurra, oilr1 suburbs
can alone depend ou a constant and sufficient water
F5o not propose to interfere with the principle of local
option already established. Before, however, consent
to any extension of the principle, I require to 'see it
practically demonstrated that sufficient time, ho1 liecn
allowed to observo tlio working of tho statute, and that
the statute in defective. ,
The public opiuiou of this country has been declared in
favor of restriction of Chinese iuunlgrutiou,<a'nd as a
native of Victoria I endorse that opinion.
1 am a strong advocate of legislation to regulate the
; control of tho water supply system at the extinction of
fires, and think that the tendency of such legislation
should be to give preference to those local volunteer
bodies which Havo of necessity morn knowledge of tho
situation of the fire and the position of tho plugs.
I am In favour of the cstablishmsnb of a tribunal
of appeal for civil servants, in connection with tho
decisions of tho commissioners appointed under the
Public Service and Railway Commissioners Arts.
A bill to secure u contractor's llcti on buildings would
meet with my strong support.
As tho farming industry is tho backbono of tho
country, it is only duo to tho cultivators of the soil
that a Government should show them every considera
tion and aaststanco; as for instance, by reducing tho
rates of freight so that farm products may bo placed
on the markets at the least possible cost to thcproducer.
In conclusion, I shall take an early opportunity of
addressing you on these and other questious of the
day at the various centres of the electorate, and assuring
you of my fixed determination to go to the poll.

vanity, or to gain accord to the Ministerial benches, will

which have made Great Britain tlie model of free state.
Mr. Benthos placed himself at tho head of thoolistruc-
tionibts iu the Assembly- As leader of the Opposition,
be is primarily responsible for the delays iu bustuess aud
the degradation of Farliamcnt during the last two
sessions— a degradation which has lor/erot us in tho eyes
of our visitors and of those who watch our affairs from
tho outside, and humiliated us in cur eyes. Oa this
ground alone Mr. Bcut Bhould bo opposed.
At this juncture it is of vital importance wo should
hold out the hand of fellowship to New South Wales.
We are inviting her to join the Federal Couucil, and we
