THE HEALTH OF THE SUBURBS.
CONFERENCE OF MUNICIPALITIES.
Tho second meeting of tho conference of dele
gates from tho municipalities of Fitzroy, Coi
lingwood, Brunswick and Northcote, to consider
tho question of joint notion in carrying out sec
tion 10 of the Health Act, was held yesterday
afternoon. Tho section in question provided for
tho destruction by firo of tiio excreta of
all typhoid patients, wliioli, according to
tho act, any municipality may provido
for at any timo, and must do so when
required by the Minister. At the pre
vious mooting, hold on tiio 7th inst., the delo-

eaoli council approving of this course and giving
tboir delegates power to incur expenditure in
the matter. Cr. R. AV. Best (mayor of Fitzroy),
who presided at the previous meeting, was
unable to attend, aud Cr. Yeomans (mayor of
Northcote) was voted to tho chair, tiio other
delegates present being Crs. M'Intosh (North
cote), Gahan and Krcitmeyer (Coilingwood),
Bennetts and Holden (Fitzroy).
Mr. J. B. Jones, town clerk of Fitzroy, acted
as secretary to tiio confereuoe, and intimated
that although no delegate was present from
Brunswick, ho had received letters from all four
municipalities intimating tboir approval of tlie
scheme proposed. As shown at tho previous
conference, the cost of tlie erection of plant was
sot down at £130, aud £12 per week was the
estimated cost of dealing with 25 cases.
It was considered that tlieso measures
would only bo required for four months
in tho year, during which tho liability
to typhoid was greatest, so that on this basis'
the whole cost for tho first year would be about
£352, increasing or decreasing according to the'
number of cases. " : ':
Cr. Holdon (Fitzroy) said that tiio opinion of
that council was that tho question of tho do-"
struction of all excreta might be considered by
tbo conference.
, Cr. Gaban (CoUingwood) said that his council
only, regarded the present as a precursor of n
mqql; tlargor scheme, and that they viewed it
wittr great favor.
Or. Yeomans (chairman) said that he hardly
felt empowered to consider tho larger sclicmo.
Cr. M'Intosh, also representing Northcote,
suggested that the object for which tho confer
ence was called — dealing with typhoid excreta —
should first be curried out, and if successful a
larger scheme might follow.
This was acquiesced in. Tho secretary said
that the total cost to tho four municipalities of
removing and dealing with nightsoil was about
£8000 per annum.
C'r. Bennetts moved, and Cr. Kreitmeycr
seconded, a motion to the effect that the number
of delegates be three from oaeli council, and
that Fitzroy bo asked to reduce its present
number by one anil tho other municipalities re
presented be asked to send an additional dele
gate eacli with this object. This was intended
to secure equality of voting power in tho event
of a division, and was also more likely to pro
duce a quorum.
The motion was carried.
Cr. Gahan moved, and Cr. M'Intosh seconded,
a motion authorising tho secretary to obtain
from Mr. Hosso tho plant on tho terms, anil at
tlie prices contained in tho estimate submitted
to tho conference.
Tho motion was carried.
It was also agreed that tlie cost of plant
should ho borno equally by each municipality
represented, nnd that each should bear the cost
of cases sent from it3 own district.
Tho secretary was empowered to convene tho
next meeting of the conference when necessary.
