Narrogin Municipal Council'
?
ORDINARY MEETING.
The ordinary meeting of the!
hiarrogin Municipal Council was'
held on Tuesday evening last
when there were present—The
Mayor (Mr M. Brown) and Crs.
I Jahies, Watts, Cullen, and North
wood. •
The minutes of the previous;
meeting were read and confirmed. I
Correspondence.
From Mr. E. B. Johnston, Mem
ber for the District, stating that
the Premier (Mr. J.' Scaddan)
would visit Narrogin on Show
Day, and that any requests could
then be ,brought before him.—It1
was decided that a civic reception
be tendered to Mr. Scaddan, ani
that a committee go into the
matter of requests.
Williams Road Board, forward
ing petition asking the postal
authorities to provide a separate
telephone line between Williams
and Narrogin, the present railway
line proving unsatisfactory-, and
soliciting assistance of Council
obtaining signatures of Narrogin
subscribers.—Petition left on the
table.
Colonial Secretary^ asking for
Council's contribution towards
Narrogin Hospital (£45) for finan
cial year 1911-1912.—Requested
to deduct amountfrom the aunual
subsidy as usual.
From Sir John Forrest, stating
that he was furthering the Coun
cil's request for an up-to-date
post office for Narrogin.
A petition of ratepayers, asking
for Council's assistance in having
-a railway crossing provided over
Graham street, was received.—
The Council maintained their
attitude of being agreeable to half
cost, contingent on the Road
Board doing likewise. It was de
cided to again write - the Road
on the matter.
Water Cart.
The Town Clerk reported as
follows regarding proposed water
cart:—
"I desire to point Out very
briefly the following advantages
which would follow the use of the
distributor as illustrated 1. The
water being projected at right
angles, the footpaths could be
watered whilst the vehicle re
I mains on the road:—the spread of
water being 26 feet—14 feet of the
road proper is watered at the
same time. 2. By operations of a
lever the flow may be concen
trated and the water tables effec
tually flushed, thus doing away
with the unsatisfactory dry clean
ling as at present. 3- From a
health ppint of view, tire benefit
of keeping the main footpaths and
roads damp is inestimable as the
quantity of air-laden particles of
possibly an infectious nature
would be greatly reduced. ^ ^
The damping of roads prevents
their disinfection, it being an
accepted fact that dry summers
are more injurious than wet
winters on properly drained roads.
5. The system of water-van water
ing is both more effective and;
economical than the hydrant sys- i
tern, as by a proper van distributor j
the water may be lightly or'
heavily applied, at the walking
pace of a horse, but on the con
trary the time in affixing and
dragging hose makes for much
loss of time and necessitates the,
use of daylight—possibly under a
burning sun which causes the
water to evaporate before it has
percolated as far into the road as
is uecessary* whereas the van and
distributor may be employed after
subset, allowing water to sink
into the road and at-break 01 day
presenting a roadway damp, but
not muddy. 6. The matter of
saving to tradesmen's goods, the
lowering of "temperature, and i
general comfort, I think, need not!
be enlarged upon." {
"The report was adopted, and the]
matter, together with that of jjro- j
viding further tank capacity, was
referred to the Works Conirnittee
with power to act.
Financial.
The financial statement showed
receipts since last meeting to be
£217 9s 7d, the bank overdraft
£105 4s lid. and the loan account
to be in credit to the extent of £16
5s 2d.
Accounts amounting to £41 13s
were passed for payment.
Water Scheme.
It Was decided to wire to the
Public Works Department point
ing out the urgency of proceeding
with the proposed water scheme
immediately as the scarcity of
water was becoming" serioum It
was also resolved that the matter
be brought under the notice of the
Member for the district (Mn E. B
Johnston).
