AMAZINO ARMY SCANDAL.
An extraordinary state of affairs has been
alleged in a letter published by "The
Times" this morning from the pen of Ad
miral the Hon. Sir Arthur A. L. Cochrane,
an officer on the retired list.
Admiral Cochrane declares that subal
terns in the Grenadier Guards a;e allowed
to hold unofficial court-martials for the trial
of young officers charged with social or
military offences, and that when the
charges arc held to be proved the officers
are almost invariably punished by the in
fliction of a flogging of a cruel and degrad
ing type.
The matter, the writer continues, was
brought under the notice of Earl Roberts,
t>;e commander-in-chief, by the relatives of
several of the victims, and as a result of
his inquiries Lord Roberts placed Lieut.
Colonel D. A. Kin loch on half-pay, and
directed Major-General Laurence James
Olipbant, who was at the time command
ing the Grenadier Guards, to protect the
officers who had revealed the flogging scan
dal.
Admiral Cochrane asserts that his nephew
was virtually compelled to resign bis com
mission to escape the persecution of his su
perior officers.
