cepted by the Australian Agri
cultural Council in Canberra
yesterday.
immediately after the council
had rejected the compromise
scheme of the Australian Wheat
growers* Federation, Mr. Graham

his plan.
The plan provides that the
price of wheat within Australia

15/ per bushel bulk, f.o.r. port.
Mr. Graham's plan ?provide).
In addition, that, if the ascer
tained cost of production should
rise above 15/ per bushel, then
that figure would become the
effective price for locally con
sumed wheat.
If, on the other hand, the new
International Wheat Agree
ment price or the export parity,
If there is a new International
Agreement, should fall below 15/
per bushel, then the home con
sumption price would be reduced
accordingly.
' At no time would the price be
less. Uian,. the. cost, ot jjroductlon
as 'determined, .onnuaiiy,. ac
cording to the cost of - -produc-
tion index.
Mr. Graham's resolution Wis
carried by a majority. .
: The plan wlu now be submit

it will operate for a period of
five years, , starting with tho
coming harvest. '

ed its previous decision not to
write any subsidy for. stock feed
wheat into new stabilisation
scheme.
Mr. Graham said he was con
fident that his plan, if accepted
by wheatgrowers, would not only
give . the' stability and security
they needed, but also remove the
' threat of disaster which faced
, the poultry, pig, and dairy in
dustries If the price of stock
feed wheat was increased still
further. . - |
, At the same time it would
have very, little effect on general
economic conditions through the
basic , wage and the, price ,? of
wheat.
? 'Having regard- to all circum
stances, I consider that thl1?
scheme is in the best interests
of primary production and Aus
tralia generally,' . Mr. Graham
added.
