Greater home rule moved
I.ONDON, Wednesday
(AAP-Reuter) — An offi-
cial body proposed grea-
ter home rule for Scot-
land, Wales and the Eng-
lish regions today but
was divided about what
form it should take.
A 13-member Royal
Commission, headed by
Lord Kilbrandon, reject-
ed the case for granting
complete sovereignty to
an independent Scotland
and Wales on grounds
that the majority simply
did not want it.
A Federal constitution
for the United Kingdom
was also rejected because
it would have involved
partial surrender of par-
liamentary sovereignty.
The commission was
set up in April, 1969, to
counter a feeling that
government was remote
and unresponsive to the
needs of the people of
Scotland and Wales.
