The dispute usually arises when a Prince with a strong personality refuses to stay within the ever-shrinking constitutional boundaries set for him. The Duke of Edinburgh, who arrived in Canberra last night, recently broke bounds once again by declaring he is "sick and tired of making excuses" for Britain. He defended his right to speak as he did on the ground that he is a "merchant prince." Merchant prince or costly ornament?
