Responsible Government Launched. SALISBURY, Rhodesia, October 2. The ceremonies associated with the inau guration of.' responsible Government in Southern ' Rhodesia, passed off to-day in brilliant weather amid popular- rejoicings. Sir J. R. Chancellor was sworn in as tne first Governor. His Excellency then read the King's message, which referred to the rapid ad vancement of Southern Rhodesia during the single generaiton since it came under British, protection, and expressing the hope that the progress would be continued. His Majesty also paid tribute to the Char tered Company's administration of the territory and to Rhodesia's illustrious fonnder, the late Mr. Cecil Rhodes. Replying to a number of addresses of welcome, the Governor declared that no territory annexed to the British Empire
