Menaced By Two Typhoons MANILA (A.A.P. Reuter). -- Two ty phoons are menac ing the Philippines, where 541 are dead and 80,000 homeless after Monday's bat tering typhoon and the volcanic erup tions. The typhoon which struck on Monday and swept through the Cen tral Visayans turned in its tracks in the China Sea yesterday and threatened Luzon from the west. A new ty phoon was bearing down on the islands from the east. The Weather Bureau said that both typhoons were still turning and might miss the Philip pines. The Wleather Bureau said the second typhoon, designated "Babs,"' was located 46 miles off Sur igao on Northern MVin dannao. It was reported moving westward to ward the centre of the islands at approximately 13 m.p.h. President Quirino yes terday declared a "state of public calamity" in 11 Central Philippines provinces. A total of 248 were dead and 20,000 home less on tiny Camniguin Island
