LEGISLATIVE COUNCIL.

WEDNESDAY, AUGUST 9th.

The President took the chair at ho'f-past four.

Question.

The COLONIAL SECRETARY, in reply to Mr. Hassell, for Mr. Wright, said that the Government regretted that it was impossible to place a sum ou the Estimates for the aurreat year, to renew the light at Breaksea Island, in the same manner as was now being done afr Rottnest.

Motion for Adjournment.

Mr. MORRISON moved the adjournment of the House to call attention to an injustice, unintentional, he felt sure, which was beir ; perpetrated on the holders of the May issue of Treasury Bills. On pre.: a tat ¡en of the interest coupons at the Tre .^ury, due on the 1st August, the bolders were reqaired,'

affix a penny stamp to eieh coupon. The rato of interest-4i per cent.-p otnised by the Government was not, therefore, given; and on the interest on a ¿10 bil1, wb:ch was 2a. 2d., the reduction amounted to 4 per cent. He thought that a Treasury b;ll oupen was a. projiissory note issued by tbe Government, aad if the Government were not exempted, they should hear a 3d. duty stamp. Her.'. aware that coupons had, according to \ e Stamp Act, to bear a penny stamp, but he thought that the Aot should be amended, or the coupons included in the schedule of exemptions. He was sure that he had only ta call attention to the matter, ia order for the Sovernment to remedy it.

The COLONIAL SECRETARY said that the Government had the advice of the iCrown Law Officers that the coupons should hear a penny stamp, which had to be affixed and defaced by the holder of the coupons. The Government recognised that the persons who drew e nail dividends under the Treasury Bill,.show'd not be called upon to pay the duty. But as it was proposed shortly to amend the Stamp Aot, it was also intended that snoh oonpons, under the value of ¿62, should be exempted from the duty.

The motion for adjournment was negatived. The Post Office Savings Bank Con-

solidation Bill.

The Post Office Savings Bank Consolidation Bill was recommitted and the Colonial Seore. tary moved a number of amendments in -varions clauses of the Bill. The amendments were carried and the Bill reported.

Nsw Bills.

The Post and Telegraphs Bill and the Ex. ceas Bill, received from the Legislative As. setmbly, were read a first time, and the second reading fixed for the following day (Thurs- day).
