HEALTH PORTFOLIO-SENATOR FOLL

his Health portfolio to Senator Foil,
who, having missed the leadership of
the Senate In spite of 21 years of ser-
vice, will remain Minister for Repatria-
tion.

alterations in the
duties of Assistant
Ministers.
Probably the
greatest surprise of
the reconstruction
is the promotion of
Mr. A, G. Cameron
(C.P., S.A.), for-
merly Assistant
Minister for Com-
merce, to the im
portant position p£ Postmaster-Gen-
eral. The vacancy was caused last
week by the resignation of Senator
McLachlan.
The reallocation of duties In the Cab-
inet, which was sworn tonight, is:
Prime Minister, Mr. Lyons.
Minister for Commerce, Sir Earle
Page (loses Health portfolio),
Attorney-General and Minister for
Industry, Mr. Menzies (no change).
Minister for External Affairs, Mr,
Hughes (loses Territories and Vice
Presidency of Executive Council).
Treasurer, Major Casey (no change).
Minister for Civil Aviation, Defence
Works, and Other Works, Mr. Thorby
(new portfolio, loses control-of defence
forces and munitions production).*
Minister for Trade and Customs,
Lieut.-Col. White (no change). ,
Minister for Defence (naval, military
and air), Brigadier Street (new ap-
pointment, present defence duties
divided).
Minister for the Interior, Mr. Mc-
Ewen (no change).
Vice-President of the Executive
Council and Leader of the Government
in the Senate, Senator McLeay (new
appointment).
Minister for Repatriation and Health,
Senator Foil (gains Health portfolio).

Duties Outlined
Mr. Lyons announced the following
duties for the three Assistant Minis-
ters:
Mr. Perkins! In addition to adminis-
tering territories, ho will assist the
Prime Minister by receiving deputa-
tions and attending to other work as-
sociated with the department.
Mr. Thompson: As Assistant Minis-
ter for Commerce he will deal with or-
ganisations controlling primary pro-
duce and matters which entail Gov-
ernment assistance to Industries.
Senator MacDonald: Duties as as-
sistant to the Treasurer to be admln
tration of acts relating to Invalid and
old-age pensions, maternity allowances,
pensions and retiring allowances,
superannuation, and employees' com-
pensation.
The changes announced by Mr. Lyons
Illustrate the extraordinary fluctua-
tions of politics. Sir Earle Page, a bril-
liant doctor, is no longer Minister for
Health. The position has gone to Sen-
ator Foil, a layman.
Brigadier Street, who was Parlia-
mentary Secretary to the Defence De-
partment, receives the defence port-
folio, and his former Minister loses con-
trol of the defence forces and munitions
establishments.
Senator Foil, who has been In the
Senate since 1917, and a Minister since
the last election, has not been appointed
Leader of the Government In the Sen-
ate. He is, therefore, junior to the
new leader, Senator McLeay, who has
been Irr the-Senate only since 1834, and
has never before held Ministerial rank.
The Postmaster-Generalship has
suddenly slipped from fifth placenta
Cabinet seniority to 12th, and Is In the
hands of Mr. Cameron, who has been a
Minister for only a year.
