TIME FOR RECEIVING TENDERS PROLONGED.
Z'N Obedience to the Commands of His Ex-
cellency the GovERNon in Chief, con-
veyed to me in the Letter, of which the subjoined
is a Copy, I hereby give Notice, that from and
after the 25th Day of December next, the Spa-
nish Dollar will be issued by this Department at
the Rate of Fifty~two Pence.
Persons, who may be desirous of tendering,
in Consequence of the various Notices lohich have
appeared in this Paper, are apprised, that the
Time for receiving Offers is necessarily pro-
longed Fourteen Days from the respective Dates
which were then fixed ; and those, who have al-
ready lodged their Offers, are requested to with-
draw them, for the Purpose of Amendment.

SYDNEY PUBLIC FREE GRAMMAR
SCHOOL.
AT a MEETING of the TRUSTEES of the
SYDNEY PUBLIC FREE GRAMMAR SCHOOL,
held agreeably to Public Advertisement, on the 19th Day of
November, 1825, at the Residence of Doctor Halloran, in
Phillip-street ;
John McArthur, Esquire, in the Chair;
The Minutes of the last Meeting having been read,
Resolved, That the same be confirmed, with the Excep-
tion of the Fourth.
Resolved, That instead of the Trustees being called upon
immediately to pay the whole Amount of their Subscrip-
tions, as required by the fourth Minute, One-fourth be paid
on or before the First Day of December next; One-fourth
on or before the First Day of March next : One-fourth on or
before the First Day of June next ; and the remaining One
fourth on or before the First Day of September next; and in
Case of Default in Payment of any of the before-mentioned in-
stalments, those already paid will become forfeited, and the
Person making Default shall be no longer considered a
Trustee.
The Committee appointed by the third Minute, to enquire
into, and report upon the best Mode of furthering the Objects
of the Institution with Government; and also to prepare
Regulations for the future Management of the Institution,
reported
1st. That they had waited upon His Excellency Sir Thomas
Brisbane, who had been pleased to offer a Piece of Land
in Hyde Park, for the Purposes of the Institution, and the
Assistance of Government in the Erection of the necessary
Buildings.
2d. That they had prepared the following Code of Regula-
tions for the Government of the Institution :
REGULATIONS
FOR THE DIRECTION and government of the PROPOSED
PUBLIC FREE GRAMMAR SCHOOL IN THE TOWN OF SYD-
NEY, FOR THE ADMISSION OF PUPILS.
That the Number of Free Scholars be limited to Thirty for
the first Year.
That the Subscribers be denominated "Trustees;" that
their Number be indefinite ; and that the first Thirty in Or-
der on the List of Trustees, enjoy the prior Right of nomi-
nating a Free Scholar ; the rest to succeed in Rotation, upon
the Occurrence of Vacancies, to the Right of Nomination,
or when the Number of Free Scholars shall be increased.
That no Child be admitted till he shall have completed his
Eighth Year, and till he be perfectly grounded in the ele-
mentary Branches of reading and spelling the English Lan-
guage with readiness and facility, and to repeat, without
Book, the Lord's Prayer and Ten Commandments.
That the Time of the Continuance of any Free Scholar on
the Foundation be indefinite, and that its Duration be deter-
mined by the Wishes of his Parents or Guardians, dependent
on the Approval of the presenting Trustee.
That there be no Exclusion on the Ground of religious
Tenets.
That a regular Register be kept of the Conduct of the res-
pective Scholars, of their Non-Attendance and Idleness, of
their Diligence and Application, and that such Register be
publicly produced, and submitted to the Consideration of
the Trustees, at the Half yearly public Examinations.
That the Expulsion of a Free Scholar shall not take place,
but by Order of a Majority of the Committee.
That the Hours of School Attendance, shall be from 8
A. M. till Noon, and from 2 p. m. till 6, from the 29th Sep-
tember to 25th March ; and from 9 AM till Noon, and from
2 p. m. till 5, from 26th March to the 28th September, in
each Year.
That, on the Meeting of the Scholars in the Morning, and
on their Separation in the Evening, a suitable Form of
Prayer be publicly read by one of the senior Scholars.
That Punctuality of Attendance be rigidly enforced.
That the Head and Under Masters be chosen by a Majority
of the Trustees, subject to Dismissal for Misconduct, to be
determined by a Majority of the said Trustees, upon the
Complaint of one or more of their Number.
That a Visitor be elected, at every Half-yearly General
Meeting, by a Majority of the Trustees, with Power of, at
all Times, visiting-the School freely, and without Restraint ;
and of enquiring into the Course of Education and Improve-
ment of the Scholars ; and in Case of any Neglect, or other
sufficient Cause of Complaint, to lay the same before the
Committee of Management.
That the School shall be open also to general Half-yearly
Visitations by the Trustees, and at all Times to the partial
Investigation of its Conduct and Progress, by a Majority of
the Gentlemen of the Committee.
That the Course of Instruction be divided into two Classes ;
the one comprising the Education of the Students, in a Gram-
matical Knowledge of the English Language, Writing, Arith-
metic, and the elementary Parts of Mathematics, and Geo-
graphy, and the Acquisition of Learning combined with the
first ; and the latter Course shall be pursued only by that
Description of Scholars, to whom, from their Station in Life,
or particular Talents, or promising Abilities, it may appear
likely to become of individual, and public Utility.
That the private Pupils, not coming under the Description
of Free Scholars, be not subjected to these Regulations ; but
be wholly under the Controul and Management of the Head
Master.
That the entire Direction and Disposal of the present and
future Funds, be vested in a Majority of the Trustees.
That, on the Death or Resignation of any Public Ollicer of
the Institution, an early Meeting of the Trustees be convened
by public Advertisement, for the Purpose of electing a Suc-
cessor.
That the entire Controul of the Establishment be vested in
the Trustees ; that a Subscription of £50 constitute a
Trustee for Life ; and that a President, Treasurer, Secre-
tary, and a Committee of ten elected by the aggregate
Body of Trustees, for the Management of the Funds, and for
the Regulation and Superintendency of the Concerns of the
Establishment.
That the Head Master be allowed to receive Twenty
Scholars, on his own Account, on his own Terms, and for his
exclusive Advantage, for the first Year; and that one
Guinea per Quarter be paid by each Free Scholar, to defray
the contingent Expences of the Establishment.
That Honorary Rewards of Medals, Books, &c. be pro-
vided at the Expence of the School Fund, and distributed at
the Half-yearly Public Examinations, to the four Youths who
shall be adjudged to have made the greatest Proficiency in
their respective Studies.
That five Trustees shall be authorised to call a public
Meeting, and that not less than Ten Days Notice shall be given
by Advertisement in one of the public Papers.
That all Trustees residing forty Miles and upwards from
Sydney, and also all Ladies shall be at Liberty to vote by
Proxy, provided that such Proxies be Trustees, and produce
in Writing their Authority to give such vicarious Vote.
That the Trustees reserve to themselves the Power of
(from Time to Time, at a General Meeting publicly convened)
of making such Alterations in the preceding Rules and Re-
gulations, as may appear to a Majority of them necessary or
expedient ; and that, in the Event ot the Votes being equal
at any public Meeting, the President shall have the casting
Vote.
Resolved, that the said Code of Rules be approved and
confirmed, and that the Piece of Land, and other Assistance,
so handsomely offered by His Excellency be most gratefully
accepted.
The Committee further reported, that they had received,
through the Medium of their Chairman, the following Com-
munication from His Excellency the Governor, and that
they had submitted the subjoined Acknowledgment : -
" Government-house, Parramatta, Nov. 4, 1825.
"My Dear Sir,
" Feeling desirous of furthering the Institution of a
Public Grammar School in Sydney, I have transmitted
the Sum of Fifty Pounds to the Bank of New South Wales,
subject to the Order of the Treasurer. I beg to be consi-
dered as an Honorary Governor, or in any other Light
that, in the Opinion of the Subscribers, may most con-
duce to the Interest of the School. On the Part of Go-
vernment, I will cheerfully give any Assistance that is
within my Power to afford,

"Sir,--I am desired by the Gentlemen of the Com-
mittee of Management, elected to conduct the Concerns of
the proposed Public Free Grammar School in the Town
of Sydney, to express to Your Excellency, on Behalf of
themselves, and of the Trustees in general, their respect-
ful and sincere Acknowledgments, for the very munificent
Donation which Your Excellency has been graciously
pleased to contribute, in furtherance of the Views of the
Institution ; and, I beg to add, that I feel personally
much Gratification, in thus conveying to Your Excel-
lency the Expression of Sentiments, in which I most cor-
dially participate.
"I have the honour to be, Sir, with the most respectful
Consideration, Your Excellencies faithful and obedient
Servant, " George Allen, Secretary."

Resolved, That the said Report be approved.
That the Honorable Chief Justice Forbes be President.
That the Honorable Mr. Justice Stephen, Messieurs John
Macarthur, William Bland, John Mackaness, Simeon Lord,
Samuel Terry, Daniel Cooper, Edward Wollstonecraft,
William Hutchinson, and James Chisholm, be the Com-
mittee for the ensuing Year, of whom seven shall form a
Quorum: and that William Carter, Esq. be Treasurer ; and
Mr. George Allen, Secretary ; and that the President, Trea-
surer, and Secretary be Members of the Committee, ex
officio.
That a Half-yearly Meeting of the Trustees be held on the
twenty-first Day of June ; and the twenty-first Day of De-
cember, in each Year.
That Doctor Halloran be appointed Head Master of the
Public Free Grammarr School : and Mr. Laurence Halloran,
eldest Son of Dr. Halloran, Under Master, with Salaries to be
fixed by the.Committee.
That the School commence on Monday, the Ninth Day of
January next.
That all other Matters, connected with this Establishment,
be left to the Committee.
It being the unanimous Opinion of this Meeting, that the
Public are greatly indebted to Dr. Halloran, for originating
this Establishment, -Resolved, That the Thanks of this
Meeting be presented to that Gentleman for rendering so
important a Service to the best Interest of the Community.
Resolved, That the Proceedings of this Day, and also the
Rules, be inserted in the Sydney Gazette and Australian
Newspapers, _ John Macarthur, Chairman.
That the Thanks of this Meeting be presented to John
Macarthur, Esq. for his Conduct in the Chair, and for
his Attendance to the Institution generally.
