    The above portrait of Mr. Haldane, Secretary of State for War in the British Cabinet is of special interest, in view of his recent speech in the House of Commons, in which he explained his new army re-organisation scheme. Mr. Richard Burdon Haldane was born in 1856, and commenced his political career as member for Haddingtonshire in 1885. since which date he has sat for that constituency. He was educated at Edinburgh and Gottingen Universities, and has degrees of M.A., LL.D. He was called to the Bar in 1870, and became King's Counsel eleven years later.
