When the vanguard of Australia's fleet arrived in Sydney Harbour on Wednesday morning the weather was more typical of an autumn day in the cold North Sea than in sunny New South Wales. It rained incessantly, and everything was grey —boats, sea, and landscape. But the welcome was no less sincere.
