  3. The Royal Commission on Human Relationships has issued a report in five volumes which includes a total of 511 recommendations which are published in the first volume. They relate to six broad areas covering education for human relationships, health and medical education, sexuality and fertility, the family, equality and discrimination, and rape and other sexual offences. The commission was established as a result of a motion tabled in Parliament on September 13,1973, by Mr C. R. T. Mathews (then the Labor Member for Casey) and Mr D. L. Chipp (Liberal Member for Hotham) which was amended in accordance with a text submitted by Mr M. Fraser (Member for Wannon and now the Prime Minister) and Mr F. E. Stewart (Labor Member for Lang). The terms of reference of the commission were published on August 21, 1974, and enjoined the commission to inquire into all aspects of male-female relationships.
