    HIS EXCELLENCY the Governor, with the advice of the Executive Council, has been pleased, in pursuance of the Act of Parliament 22 Victoria, No. 19, to declare and determine that the following Rates shall be collected on the Great Western Railway, in addition to the Rates published on the 30th April, 1861, and further that the By-Laws and Regulations made by the Commissioners for Railways, dated respectively the 23rd April, 1861, and 31st May, 1861, shall respectively be extended to, and be in force as regards all persons using the said Railway to South Creek, and all officers and workmen employed thereon.
