GEORGE GRETTON, Editor of 'Report on World Affairs' (published by the Royal Institute of International Affairs, London) has just returned from a visit to Albania, one of the least-reported countries in the world. He found, that there has been a stepup in Chinese missiles in the area of the modern port of Vlora (not open to non-Chinese foreigners) and, significantly, evidence of an increase in training facilities for ground forces. The emphasis is clearly on training for guerrilla warfare, with the whole male population from 14 upwards being trained for that purpose. The military budget has been increased by 38 per cent "to meet the threat of a Soviet invasion". And every hotel in Albania displays anti-Soviet literature. But Gretton found the general atmosphere in Tirana, the capital, surprisingly relaxed. It is hard to believe, he writes, that Albania's is perhaps the tightest dictatorship in the world.
