Examination of the socio-cultural history of Australia will provide some responses to those who maintain that literacy standards are lower as time goes on. In educational debate and policy there is continual controversy over literacy and everyone claims to be an expert. Statistics are misleading, sometimes deliberately so. It is essential to understand how literacy relates to social and cultural issues and to factors both political and economic to make informed decisions.
