The not-for-profit group, Software Communications Service (SCS), plans distribution of software to 200 school districts across the US by broadcasting downloads, using electronic means. The software will be selected from programs recommended independent and state evaluation groups. No software publisher has yet committed; publishers are concerned about how schools will pay, how programs will be protected from illegal copying, and how accompanying print material will be distributed. Programs would be for MS-DOS and Apple systems.
