  • The Queensland state government has undertaken a ten year strategy to address domestic and family violence, acting on the recommendations of the 2015 Special Taskforce on Domestic and Family Violence in Queensland. The 'Queensland says: not now, not ever' strategy is being implemented through a series of three-year action plans. This report evaluates the delivery and impact of the second action plan, which covered the period 2016-17 to 2018-19. It investigates whether the action plan was delivered as intended, enablers and barriers to its effective implementation, governance arrangements, cost effectiveness and efficiency, and its impact on the incidence of domestic and family violence and death, percentage of Queenslanders who feel safe in their own homes, community attitudes to zero tolerance, justice system effectiveness, victim sense of safety and support, and community attitude change. This evaluation finds that the Queensland Government has made commendable progress to date in progressing implementation of the 84 actions contained within the second action plan. It highlights features that may be driving this progress, as well as areas where further progress is required.
