  • This report reviews the operation of Closing the Gap, the National Indigenous Reform Agreement launched by the Council of Australian Governments (COAG) in 2008 as a long-term commitment to overcome Indigenous disadvantage and close the gap in outcomes between Indigenous people and the general population. The evaluation was commissioned by the Department of the Prime Minister and Cabinet to investigate the initial expectations, was it appropriately designed and did its design help achieve its objectives, the factors that influenced outcomes, and to what extent Closing the Gap built on strengths, demonstrated cultural respect, and involved collaboration. This report complements the 'Prime Minister's Annual Report on Closing the Gap' by focusing on Indigenous opinion, obtained through consultation with key stakeholders and a review of the qualitative literature. The evaluation found that though many of the components of the Closing the Gap framework did make a positive contribution, the framework was not well implemented and did not capture cultural respect and collaboration with Indigenous Australians. However, though there has been a great deal of lost opportunity, there is also plenty of potential to shift the way government and Indigenous Australian communities work together.
