Summary
  • A major reform to child care funding in Australia commenced on 2 July 2018. The Child Care Package aims to deliver a simpler, more affordable, more flexible and more accessible child care system with the goal of helping parents who want to work or work more. The centrepiece of the package is the Child Care Subsidy, which replaces the Child Care Benefit and the Child Care Rebate as a single, means-tested subsidy to be paid to child care service providers and passed on to families. This audit assesses whether the lead agency - the Department of Education - has effectively designed the Package to achieve its policy objectives and whether sound arrangements have been established and implemented to support the transition to the Package and its ongoing management. Overall, the audit finds that the Department's design and governance of the Child Care Package was largely effective, however some issues relating to documentation have been identified. This report presents the findings and recommendations of the audit, and notes the learnings for other government projects. Findings from the Australian Institute of Family Studies' early monitoring report are also noted.
