  • Trance: A Cabinet Reshuffle The French Prime Minister, M. Messmer, and his Cabinet resigned on 27 February but within hours M. Pierre Messmer was commissioner missioner by President Pompidou to form a new Government. The resignation of the second Messmer Government on 27 February and the commissioning missioning of M. Pierre Messmer to form a new government was in one sense an anticlimax. climax. At the same time it can be seen as a move in President Pompidou’s long term strategy to control the choice of his successor. The new Cabinet was constructed with a view to having a smaller, more streamlined and cohesive team, capable of meeting the problems created by the energy crisis and the overall economic difficulties that lie ahead. No changes of policy were expected to come of it. There were to be 16 Ministers and 13 Secretaries-of-State as against 23 Ministers and 15 Secretaries-of-State in the outgoing Cabinet. There were no new faces. The key Ministers, ters, particularly M. Jobert (Foreign Minister), M. Giscard d’Estaing (Finance), M. Galley (Defence) and M. Guichard (Equipment and Housing), retained their portfolios and M. Marcellin (Interior) and M. Chirac (Agriculture) ture) exchanged portfolios.
