Here we see Victorian United Australia Party MHR John Latham (with foot on step) and his secretary Henry Standish...Australian National Airways pilot Bill Taylor is standing to the left, with ANA engineer Tommy Pethybridge on the very left of frame...

http://trove.nla.gov.au/newspaper/article/224277242 - a cropped version of this pic...showing only Latham and Standish...appeared in the Sun on 8th December, 1931. Per the Sun, the pic was taken at Mascot aerodrome, in Sydney, earlier that day...looks like Latham is holding a copy of that day's Sydney Daily Telegraph*...

At the time this pic was taken, a Federal election had been called for 19th December, and Latham (then deputy Opposition leader) was flying to Brisbane in electioneering mode. As things turned out, the UAP, led by Joe Lyons, won the election, and Latham was appointed Attorney-General and Minister of External Affairs in the new government.
