Here we see NSW Public Works Department Chief Engineer J.J.C. Bradfield (holding plan).<br/><br/>I'm fairly certain that the chap to the right (Bradfield's left) is NSW Nationalist Party MLA John Lee, who was Minister for Justice in the Bavin Government (1927-30). Lee was an engineer, so he would have had an interest in the finer detail of the construction of the City Railway and Sydney Harbour Bridge...at one point Lee also wore a returned serviceman's badge like the one we see here...<br/><br/><a href='http://trove.nla.gov.au/work/183007761'>...
