It is officially stated at Berlin that in the negotiations between Germany, Russia, and Sweden these Powers never contemplated reserving the Baltic Sea to the countries with territory on its shores, or of excluding other Powers therefrom. The negotiations refer, it is said, to the territorial possessions of the States on the Baltic shores, not to the Baltic Sea, or its entrances or exits. - A "
