Summary
  • Microsoft signs a consent decree with the US Department of Justice's Antitrust Division and the European Union's equivalent organization that will prevent the company from engaging in certain unfair trade practices. The consent decree, which took effect on Jul 15, 1994, still must be approved by the federal court. The decree calls for Microsoft to discontinue a per-processor royalty arrangement the company had with certain PC makers. Under the arrangement, computer manufacturers were given discounts by Microsoft for agreeing to pay a flat royalty fee for every PC they produced, regardless of whether it included a Microsoft operating system. The arrangement penalized PC makers who chose to install rival operating systems in their PCs by essentially making them pay double royalties. Many industry analysts believe that the consent decree does not go far enough in loosening Microsoft's control of the software market.
