  • Microsoft settles a four-year antitrust investigation undertaken by the US Justice Department and an inquiry by the European Commission by agreeing to make some minor changes in the way it offers volume discounts to computer manufacturers that sell bundled versions of Microsoft operating systems. The agreement calls for Microsoft to discontinue providing large discounts to computer makers that pre-install Microsoft Windows and MS-DOS operating systems in their computer systems. The practice is thought to have hurt rival platforms such as IBM's OS/​2. Industry analysts believe, however, that the consent decree will do little to change Windows' domination of the software industry. Many analysts also criticize the Justice Department for not taking a stronger stance against Microsoft and its adversarial leader Bill Gates. Such pundits believe that Microsoft has engaged in unfair pricing and antitrust policies.
