  • Bell Atlantic Corp, Nynex Corp, BellSouth Corp and Southwestern Bell Corp have filed a motion to eliminate a 10-year-old consent decree that prevents them from offering long-distance telephone services. The four Baby Bells believe that eliminating the decree and allowing them into the long-distance market will result in lower rates, spurred by increased competition. Economist Peter Huber predicts that long-distance rates could fall by as much as 50% if the Baby Bells are allowed to enter the market. However, rivals argue that the Bells will use their monopolies over local lines to force long-distance carriers to pay hefty access charges for routing calls to the local level. The Bells' filing has been backed up by almost 50 affidavits, including some statements from paid consultants. The remaining three Baby Bells have been given the option to join the effort later.
