Summary
  • The California Public Utilities Commission (PUC) recently released a report making some recommendations for the development of the information superhighway. The development will have to carefully balance the roles of private industry and government, especially since government has been playing an active role in technology mergers recently. The study strongly recommends that the development of telecommunications networks should be rooted in a free market with open competition. The study suggests that all barriers to competition be removed over a three-year period to create a large market in which relentless innovation will be fostered. The PUC would encourage this by setting minimal interoperability standards so that performance, not standards, will be the goal and will result in a diverse range of services and products. The study also promotes making this new technology available to everyone.
