  • The Mexican government will soon issue new regulations that will open the long-distance telephone market by Jan 1997, ending the long-standing monopoly of Telefonos de Mexico SA (Telmex). The policy move could be one of the most important developments in Mexico in recent history due to Telmex's importance. US companies planning to enter other markets in Latin America view the Telmex situation as a test case. The case will also be important for companies seeking to invest in competing ventures in Mexico. In addition, changes to Telmex will affect the Mexico stock market as a whole because the government has used Telmex to attract foreign investors to Mexico to finance economic reform. About $18 billion in foreign capital is invested in Telmex, and the company's stock is 26 percent of the country's IPC stock index.
