This paper links the factors affecting the quality of the individual teacher to the broader set of conditions most likely to promote and sustain the quality of teaching generally. It sets out a long term agenda for action, based on ideas about how effective teaching can be recognised, supported and rewarded through developing more varied and defined career paths that combine incentives and opportunities for improving teacher's classroom performance. This broad agenda brings together the essential elements for the maintenance and development of high quality teaching; and argues the need for dealing with them in a comprehensive and coherent way that recognises the complex relationship among all these elements.
