  • The US Department of Defense (DOD) is seeking to halt offshore defense industry and especially semiconductor manufacturing with two proposed measures to stimulate US production. First, a new bid evaluation process that values domestic production would require prime contractors to submit information on the manufacturing location of their own and subcontractors' subsystems and components and could even stimulate foreign manufacturers in the US, which the DOD wants. Many suppliers argue that such changes would only increase paperwork and the cost of proposals, and many disfavor foreign operations at domestic sites. Second, government funding of consortia such as the Semiconductor Manufacturing Technology Institute (Sematech), which addresses the rapid erosion of US process and production technology, would ideally overcome domestic shortfalls, especially with ICs, and plan for the future. But not all in the industry support Sematech. Many feel real change will only result when US manufacturers individually take the investment initiative to develop technology, as the Japanese have, and to recreate the semiconductor infrastructure.
