Summary
The conventional tiered-response model for oil spills is reviewed and the critique is presented in the context of an emerging national oil spill capability in Australia. The limitations of a universally applied three-tiered response model are identified and other gaps in inter-agent coordination and planning capabilities in oil spill situations are highlighted. It is concluded that for effective coastal environment management capability there is a need for research agenda.
