  • This case study aimed at developing an educational vision and a curriculum policy framework for the Republic of Maldives. The following questions guided this study: (a) What future vision and priorities do the stakeholders propose for Maldivian society? (b) What is the curriculum policy framework proposed by the stakeholders to realise that vision? (c) In what ways and according to which themes are there levels of agreement, about the vision and the curriculum policy framework? (d) In what ways can the findings of this study inform the future development of curriculum policy in the Maldives? Data were obtained from six key stakeholder groups selected from four different geographical locations in the Maldives(n=​345). An interpretive approach to the research within the qualitative paradigm was adopted using mixed methods of data collection and content analysis.
  • The stakeholders' vision was to maintain their traditional moderate ways of practising Islam, while adhering to their native language, Dhivehi and its cultural heritage within an environment of strong social relationships; to have a citizenry with critical and creative thinking capacities and engaging actively in social and economic activities of the country; to be more sensitive to equity, including gender issues; and be more open to the outside world. The stakeholders' curriculum policy emphasised the need to extend the basic education to twelve years and prioritised the subjects Foreign Langauges, Islam, Science and Technology, Vocational Education/​Creative Arts, Dhivehi and Discipline/​Moral Education.
  • The curriculum should be taught using student-centred, experiential and thinking-oriented teaching/​learning and assessment approaches underpinned by participatory curriculum decision-making processes. The findings highlighted a number of potential tensions, including the extent of emphasis on teaching of Islam, the preferred medium of instruction, particular stakeholder interests and influences, lack of human and fiscal resources, fear of major changes, and the influence of the existing foreign curriculum in the secondary level. Most stakeholders believe there is a need for a reinvigoration of curriculum policy planning. The future curriculum will need to steer a course between conservative and progressive tendencies.
