Utah is declared to be in legal anarchy: “a legal jury cannot be impaneled either in civil or criminal causes.” Conflicts between the Mormon Probate Court and the federal courts have made it impossible to have a working court, which is slowing down the progress of mines that need titles verified in court. The Mormon Legislature has granted some Mormons the right to cut down timber of government-owned land, which has caused further tension with the government.
