There has been recent media attention in Victoria on the risk of sexual exploitation of children in residential care. Unfortunately, this is symptomatic of a fundamental failure to oversee and ensure the safety of children in residential care. This report presents the findings and recommendation of the Auditor-General's audit into the effectiveness of the Department of Human Services' residential care services for children and young people. The audit assessed whether children's needs for safety, stability and personal development are being met and whether the residential care system is subject to effective oversight and review.
