This Report by the Centre for Innovative Justice (‘the CIJ’) was commissioned by the Attorney-General’s Department (Cth) as part of a suite of investigations into the affordability of the civil legal system. These investigations include the current and wide-ranging Inquiry by the Productivity Commission into Access to Justice Arrangements,1 and are part of a broader, commendable effort by government in recent years to tackle wider questions of legal need across the community.
