"The Carryover Review Committee was established by the Minister for Water in late 2011 to look at whether the major reforms to carryover provisions introduced in the Murray, Goulburn and Campaspe water systems in 2010 were working as they were meant to, particularly in the recent wet years. The Committee brought together water users and water corporations from across northern Victoria, representing irrigators, environmental water holders and urban water authorities.
