Work and Development Orders offer a way forward to people who can't pay their fines. Anyone who is homeless, has intellectual disability, cognitive impairment, mental health or addiction issues or who is in serious financial hardship is eligible. WDOs are supervised by approved organisations and registered health practitioners called WDO sponsors.
In order to set up a list of libraries that you have access to,

Then set up a personal list of libraries from your profile page by
clicking on your user name at the top right of any screen.
