  • Raising a child with disabilities can be complex and challenging. This report explores the factors that lead to a family or parent feeling they have no choice but to surrender the day-to-day care of their child to the state. It reviews the personal and contextual factors, current service responses to relinquishment, the impact on children and families, and human rights and social impacts, drawing on interviews with parents, support services, disability and parent advocates, service providers, and practitioners in Victoria. Based on these findings, the report then considers what supports, resources, and policies are needed to prevent relinquishment.
