This photo was taken during the final of the Women's 220 yards held on 12 February. It shows the three favorites for the race, drawn in lanes 4, 5 and 6, at a part of the track where some holes in lanes 3, 4, 5 and 6 had been discovered and hastily filled (notice patches in photo) just before the race. See this report under sub-heading "TRACK BROKEN"
http://trove.nla.gov.au/newspaper/article/206752842
The athletes are (l. to r.) Just looking at the state of construction on the Sydney Harbour Bridge, I'd say this pic was taken in later 1930...possibly November 1930. Per the shipping items in the digitised newspapers, R.M.S. Maunganui was in Sydney on a monthly basis in later 1930...

http://trove.nla.gov.au/work/187782485 - this pic taken in early November 1930 shows the Harbour Bridge in a slightly earlier state of construction...

h...

An in memoriam from around July 1918 would have to call into question the dating of the page scanned. Unlikely to be Nov 1895.
2017-03-20 20:49 q.m. Cranes working on the construction of the arch trusses of Sydney Harbour Bridge, New South Wales, ca. 1927 (Version)
Here we see one of the creeper cranes which were used to construct the arch and deck of the Sydney Harbour Bridge. As you can see, the construction of the arch has only just commenced...looks like they've just started work on the first panel. Over to the left we see the cables which took the weight of the arch during its construction...they were connected to the top of the end posts.

The construction of the arch commenced at Dawes Point in January 1929...and at Milsons Point in ca. September 1929...so we're looking at somewhere around ...
