A PROCLAMATION.
WHEREAS in pursuance of the powers conferred by the tenth section of " The Post Office Act 1869" arrangements have been made with the constituted authorities in the Colonies of New South Wales Victoria Western Australia South Australia Queensland and New Zealand for the purpose hereinafter expressed Now therefore I Sir John Henry Lefroy Knight Commander of the Most Distinguished Order of Saint Michael and Saint George Companion of the Most Honourable Order of the Bath Lieutenant-General in Her Majesty's Army Administrator of the Government as aforesaid by and with the advice of the Executive Council and in pursuance of the provisions of " The Post Office Act 1869 " do by this my proclamation declare that pursuant to the hereinbeforementioned arrangements on and from the first day of January one thousand eight hundred and eighty-one on all letters received at any Post Office in Tasmania for transmission to either of the Colonies of New South Wales Victoria Western Australia South Australia Queensland or, New Zealand the postage shall be twopence for any weight not exceeding half an ounce and for every additional half an ounce or fraction of half an ounce in weight the further sum of twopence anything to the contrary contained in the said Act or in "The Post Office Amendment Act" (34 Victoria Number 4) notwithstanding.

THE above is read with great interest b
thousands of young men. It inspires them with HOPE, for in the bright lexicon of youth there is no such word as fail. Alas say many, this is correct-is true with regard to the youth who has never abused his strength-and to the man who has not been " passion's slave."
But to that youth-to that man who has yielded himself up the temporary sweet allure-ments of vice, who has given unbridled license to his passions, to him the above lines are but as a reproach. What HOPE can he have What aspirations ? What chance of leaving HIS footprints on the sands of time ? For him, alas ! there is nought but dark despair and self-reproach FOR A LOST LIVE.
For a man to leave his footprints on the sands of time he must be endowed with a strong brain and nervous power. He must possess a sound, vigorous, healthy mind, in a healthy body the power to conceive-the energy to execute I But look at our Australian youth ! See the emaciated form, the vacant look, the listless hesitating manner, the nervous distrust, the senseless, almost idiotic expression. Note his demeanour and conversation, and then saying that man to leave HIS footprints on the sand of time.
Do parents, medical men, and educators of South pay sufficient attention to this subject to
they ever ascertain the cause of this decay and having done so, do they (as a strict sense of duty demands) seek the skilled advice of the medical man, who has made this branch of his profession his particular speciality, whose life
