SOUTHERN RHODESIA.

Responsible Government Launched. SALISBURY, Rhodesia, October 2. The ceremonies associated with the inauguration of.' responsible Government in Southern ' Rhodesia, passed off to-day in brilliant weather amid popular- rejoicings. Sir J. R. Chancellor was sworn in as tne first Governor. His Excellency then read the King's message, which referred to the rapid advancement of Southern Rhodesia during the single generaiton since it came under British, protection, and expressing the hope that the progress would be continued. His Majesty also paid tribute to the Chartered Company's administration of the territory and to Rhodesia's illustrious fonnder, the late Mr. Cecil Rhodes. Following is the new Ministry: — Premier and Minister of Native Affairs, Sir Charles Coghlan. - . ' ? Colonial Secretary, Sir Francis Newton. Treasurer, Mr. Fynn. , Attorney-General, Mr. Hudson. Replying to a number of addresses of welcome, the Governor declared that no territory annexed to the British Empire

in' the last 100 years, had come in with more perfect title deeds or a more honourAble record than hail Rhodesia.
