NEW YORK, May 8.

Unless heavy rains soon fall in the Mid-West of the United States, Government officials pre-dict "the most devastating drought in American history." Showers fell in parts of Iowa and Kansas, but nothing like sufficient rain to turn the tide from crop failure.
