MONETARY AND MINING.

Moratorium Developments.

People in the areas affected by the morefor men who desire to obtain loans on mortgage have found that the Postponement of Payments Act has made their position exceedingly difficult. Most lenders decline to make loans of this nature in the areas entered by the act, and where negotiations have been completed stringent conditions have been imposed to safeguard the interests of the mortgagor. In some instances the leader has demanded a full 3 ear's interest in advance before consent-ing to accommodate a borrower. In others loans on property have been refused unless the borrower has first made a statutory declaration that he has not suffered, from drought and frost losses. The moratorium is also, weighing very heavily upon traders in the prescribed areas. If they cannot collect money from their customers theywill find it difficult to pay the merchants, and, this will involve them in interest charges. Authoritative opinion is that no such charge can be passed up to the farmer who is protected by the act. Customs Proposals.

Following the resolution which was passed at the conference of Associated Chambers of Commerce, held at Perth last your the practicability of altering the Customs Act in accordance with the Constitution to enable the same incidence of duties on all cargo discharged at all Australian ports ex the same vessel was submitted to legal opinion. The decision given was that such an alteration of the act could be made, and this opinion was forwarded to the Minister for Customs. The reply of the Minister was that the matter had received the closest consideration, and that it was felt that to amend the act to remove the present disabilities would result in greater disadvantages. The Minister added that the result would be that two rates of duty would be in force on all lines affected by tariff alterations, one for goods from certain vessels, and another rate for other steamers which arrived after the tariff change. The position would also be complicated in regard to goods in bond. The subject will be again discussed at the conference of Associated Chambers of Commerce to be held at Hobart on February 27. A report has been issued that the Brisbane City Council shortly contemplates floating a loan for £1,500,000. It is believed that the issue will be made in New York. It is stated that the money is to be used to recoup the Commonwealth Bank for advances to erect a new power house, the new Grey street bridge, and other important

works.

British Treasury Bond Issue.

Particulars and terms of the recent British 'Treasury bond issue have been he terred The issue was to provide for the conversion of obligations match mg in September, 1928 the securities concerned being the 5 per cent and 4 per cent National war bonds To meet these payments there was a cash issue of 5 percent Treasury bonds at £101 per cent for an unlimited amount, maturing at par in February, 1935, or after February 1, 1933 at the option of the Government and by the conversion of the National War bonds falling due on September 9 Provision is also made for the conversion of holdings of the new Treasury bonds into 4 per cent consolidated loan Holders of National war bonds issuing to convert could do so on the basis of i.lOï 10/ nominal of the new Treasury bonds for each £100 nominal of 5 per cent war bonds maturing and 2/10/ of Treasury bonds for each £100 near, me I of 4 per cents Holders who consent the iron bonds into 4 per cent consolidated loan will receive £117 consols

Speaking of the first annual meeting of Chang Plini Tin N.L., Siam, held yesterday at Temple Court, the chairman (Mr. R. F. Walker) said that leases for the company's dredging areas had been returned to the Government for completion, and an exemption for 12 months had been granted for the working of the property. Mr. F. G. Wilson, general manager, under an arrangement with Tingha Tin NL, had left for the East to inspect and test new lease of 250 acres, and informal nogotiations had been commenced with the owners of adjoining properties with a view to extending the dredgeable ground. Quotations had been invited for a dredge still a monthly capacity of 10,000 cubic yards of material, and plans for the machine

were being prepared.
